Time to regulate the Data Brokers!
In episode #15 of the DataEthics4All Ethics First Live Talks, Shilpi Agarwal, Founder and CEO of DataEthics4All and Joe O’murchadha, Advisor at DataEthicsAll are joined by California State Senator Josh Becker, Tech Seed investor Tom Kemp, Privacy and Tech Attorney Heidi Saas, and Privacy Researcher Jeff Jockisch for an exciting discussion on the DELETE Act.

In this discussion, the group considered the modern data broker landscape, what information data brokers have on consumers, what can be considered a reasonable minimum consumer expectation of their data, the DELETE Act, whether or not we need the DELETE Act or the CA SB1059, and a lot more!

A data broker is, according to California Law, “a business that knowingly collects and sells to third parties the personal information of a consumer with whom the business does not have a direct relationship…”, and this practice greatly threatens our privacy and autonomy both online and offline.
This is where the DELETE Act comes into the picture. The DELETE Act would “create a system for individuals to request all data brokers…delete any personal data the broker may have collected and to not collect it in further use.”
The CA SB 1059 is another possible contender for the regulation of data brokers, and it aims to enhance California’s existing data broker registry law by improving the visibility and transparency surrounding these data practices.

The responsible use of technology has become one of the most pressing issues of the Fourth Industrial Revolution. While innovation continuously brings great benefits to the world, it has also brought risks and harms.
In 2018, the World Economic Forum launched its Responsible Use of Technology project to help bring the worlds of business, civil society and government together to work towards solutions that will benefit everyone.
The project has taken a multi-pronged approach: conducting a survey of 99 Forum members and partners on the ethical cultures of their organizations, running multiple workshops led by major technology companies to share and gather feedback on their ethics programs.
We’re proud to have our Founder and CEO, Shilpi Agarwal an invite only member of the World Economic Forum’s Responsible Use of Technology project of the Fourth Industrial Revolution and an important contributor to this Case Study.
This case study in partnership with the Markkula Center for Applied Ethics at Santa Clara University, is the third one.
Two prior case studies published by the World Economic Forum’s Responsible Use of Technology project include:

These case studies share corporate knowledge in technology ethics and responsible tech.
In this paper, Salesforce presents its experience developing The Office of Ethical and Humane Use of Technology and how it deepened its commitments towards ethics, responsible technology and social benefit.
It is our hope that will inspire others to incorporate ethics into their own organizations and thereby lead to more ethical decisions, more responsible technology and ultimately a better world.
The world is changing rapidly and is sparking challenges in many areas of human endeavor: international relations, government and politics, economics, education, healthcare, communications and media, transport.
We are all experiencing the accelerated development of technologies with immense social impact, in particular Artificial Intelligence, if these harms could be prevented, societies would be better off.
But what can be done to avoid these harms? One solution is to go right to the source, where new technologies are being researched.
This paper is the third in a series and goes deep into the story of operationalizing technology ethics within Salesforce, a company that, from the start, has prided itself on emphasizing ethics, inclusion, accessibility and making a positive impact, but has still experienced a need to grow.
Through collaboration with employees and an examination of many of their ethics resources, this paper reveals the process of transformation that took place at Salesforce and how the operationalization of ethics became institutionalized through the Office of Ethical and Humane Use of Technology.
The journey of improvement is never complete, and the field of corporate technology ethics is changing.
The purpose of these case studies is not to elevate these companies as unreachable paragons of virtue – it was a stumble that led each company towards further growth.
By sharing their experiences of making technology ethics “real” in their contexts, those shared experiences might help others who wish to engage in similar efforts.

Open Voice Network is an independently funded non-profit industry association which operates as an open-source association of the Linux Foundation – a non-profit organization enabling mass innovation through open space. In June 2020, Open Voice Network was created as an open-source community of the Linux Foundation with the goal of making voice technology that is worthy of user’s trust.
The work done by Open Voice Network is critical in a time where voice assistants are becoming more and more prevalent as organizations begin to incorporate voice assistants into their business structures, and even begin to develop and design their own voice technology.
Voice assistant technology is emerging as a primary way to access digital worlds and as Open Voice Network recognizes the value of voice data and the amount of information that can be revealed from someone’s voice, they want to ensure that this technology is being trained and applied in ethical ways.
Open Voice Network runs on four main principles which work to ensure that voice assistants are “worthy of user trust”, “enables user, ecosystem, and architectural choice”, “is inclusive and accessible”, and “is open in software and hardware, serving as foundation for commercial differentiation.”
